If you equip the amulet and talk to someone who is interested in you, you can start a conversation that might lead towards marriage. Ask him to tell you about Mara, and eventually he'll offer to sell you the amulet for 200 gold. You can get this as a random drop in the world, but it's easier to go to the Temple of Mara in Riften and talk to Maramal there (if he's not there, check the inn).
